Current Leadership
The Observatory is an international organization of research, policy and practice leaders who are committed to promoting safe, supportive, equitable and engaging climates for learning in children and adolescents schools that further school safety, school and life success.
The Observatory is currently led by Dr. Verónica López and Dr. Adriano Moro who serve as Co-presidents.
CO-PRESIDENT
Dr. Verónica López
Pontificia Universidad Católica de Valparaíso, Chile
Verónica López holds a Ph.D. in Psychology at Universidad Autónoma de Madrid. She is Full Professor at the School of Psychology at Pontificia Universidad Católica de Valparaíso and Director of the Center for Research in Inclusive Education (Centro de Investigación para la Educación Inclusiva) and the Program for Supporting School Climate at PUCV (Programa de Apoyo a la Convivencia Escolar).
Her research trajectory is on school violence, school climate, and educational inclusion.
CO-PRESIDENT
Dr. Adriano Moro
Carlos Chagas Foundation, Brazil
Adriano Moro holds a PhD in Education at the State University of Campinas (UNICAMP). He is a researcher in the Department of Educational Research (DPE) at the Carlos Chagas Foundation (FCC), where he conducts studies and scientific investigations on school climate assessment, professional development processes for management teams in public and private schools, the promotion of ethical and democratic coexistence, and the strengthening of positive school climate.

Technical Secretary
Héctor Opazo Muñoz
Licensed Psychologist from the Pontificia Universidad Católica de Valparaíso (PUCV), with a Diploma in Convivencia Escolar from the same institution. He serves as an Associate Professor at the Escuela de Psicología of the Pontificia Universidad Católica de Valparaíso and is a professional at the Centro de Investigación para la Educación Inclusiva.
In his role as General Coordinator of the Programa de Apoyo a la Convivencia Escolar (PACES-PUCV), he contributes to the design and leadership of training and reflective spaces for teachers, school leaders, and education professionals. He also promotes strategies and actions aimed at strengthening convivencia educativa across various schools in Chile, fostering dialogic, inclusive, and participatory approaches within educational communities.
Technical Secretary
Florencia Almazán Montenegro
Psychologist from the Pontificia Universidad Católica de Valparaíso (PUCV). Holds a Diploma in Convivencia Escolar y Desarrollo Socioemocional (PUC) and a Diploma in Psicología Comunitaria y Educación Popular (Universidad de Valparaíso). She served as an implementer of the program A Convivir Se Aprende (2023–2025), part of the Plan de Reactivación Educativa of the Ministerio de Educación.
She has worked as Profesional Asesora and Coordinadora Comunal for the Programa A Convivir se Aprende – Ministerio de Educación / PUCV, carrying out technical support for equipos de convivencia escolar, coordinating communal networks, and advising school leadership teams across several territories in the Valparaíso region. Her experience includes work in the communes of San Antonio, El Quisco, Valparaíso, and San Felipe, contributing to the implementation, strengthening, and sustainability of the program in each territory.
Her professional trajectory is marked by a strong commitment to public education, a community-based approach, and the promotion of collaborative practices aimed at improving processes of convivencia and well-being within school communities.
Communications
Elizabeth Utreras Veas
Journalist from the Universidad de Viña del Mar (UVM), holding a Master’s degree in Digital and Transmedia Communication and a Bachelor’s degree in Social Communication (UVM). She also holds a Diploma in Artificial Intelligence for Journalists from the Pontificia Universidad Católica de Valparaíso (PUCV), and is a Public Relations Specialist with a concentration in Marketing from Instituto Profesional Duoc UC.
She has developed her work in the field of institutional communication and the production of digital content with a territorial focus, supporting processes of dissemination and the strengthening of social networks.
Between 2023 and 2025, she served as Communications Coordinator of the program A Convivir se Aprende in the Valparaíso region, an initiative of the Ministerio de Educación de Chile. She has also collaborated on action-research projects such as Colectivo Juntes, contributing to the design of communication and dissemination strategies.
